Book downtown for a first trip: two subway lines, thousands of restaurants, $150–300 a night, and Gion is a 12-minute walk east over Shijo bridge anyway. Book Gion if you will genuinely be out at 06:00 for Kiyomizu-dera and back on the lanes at 21:00, and you accept paying $250–450 for the privilege. The one thing that flips the answer: at the luxury end there is no contest, because Park Hyatt, Four Seasons, Six Senses, Banyan Tree and Capella are all in Higashiyama.

Nothing in this table is worth more than the 12-minute walk between them. Whichever you book, you will spend evenings in both.
Why downtown usually wins — and the one case where it does not
Base downtown near the river and you are 10 to 15 minutes' walk from Gion anyway. That single fact resolves most of this comparison, because it means Gion's atmosphere is free to you and Gion's price is not.
The pro-Gion argument that survives scrutiny is the 06:00 one. Kiyomizu-dera opens at 6:00 while everything else in Kyoto opens at 08:30 or 09:00, and from a Gion bed it is a 12 to 20 minute walk uphill. From downtown it is 30 to 35 minutes on foot or a ¥1,200 taxi at an hour when you will not want to make decisions. If you plan to do that twice, Gion earns some of its premium back.
The pro-Gion argument that does not survive is the evening one. Hanamikoji after dark is genuinely wonderful and it is also a 12-minute walk from a downtown hotel. You do not have to sleep in a district to walk through it at 21:00 — see Kyoto at night for how to use those hours from either bed.
The case where it inverts: money. Kyoto's entire luxury hotel boom happened in Higashiyama between 2020 and 2026 — Park Hyatt from about $900, Four Seasons, Banyan Tree, Six Senses, Capella opening March 2026 as the brand's Japan debut, Shinmonzen at $2,000+ behind a Tadao Ando facade, the Imperial Hotel Kyoto in the restored Yasaka Kaikan. Downtown's best answer is the riverfront Ritz-Carlton at $1,200+ and Hotel The Mitsui. If you are spending over $700 a night, the choice is largely made for you and it is Gion.
And the case where neither wins: if you are doing two or more day trips, both of these districts are the wrong answer and the station area is right. If you have been to Kyoto before, Northern Higashiyama beats both on calm for the same money as downtown.
Compare both districts
Cherry blossom and late-November dates need six to nine months of lead time in both districts, and Gion's small inventory clears first. Two to four weeks is fine in winter or June.

About 1.2 kilometres, or 12 minutes on foot across Shijo bridge — Kawaramachi station to Hanamikoji. There is also one stop on the Keihan from Gion-Shijo. That walk is short enough that where you sleep barely restricts where you spend the evening.
Is Gion worth the extra money?
Only for the 06:00 start. Kiyomizu-dera opens at 6:00 and is a 12 to 20 minute walk uphill from Gion against 30 to 35 minutes or a ¥1,200 taxi from downtown. If you will not do that at least twice, you are paying roughly $100 a night for a view you could walk to.
Which is quieter at night, Gion or downtown?
Gion, clearly. Its streets are silent by 22:00 because the teahouses are private and the temple approaches close between 17:00 and 18:00. Downtown's Kiyamachi strip runs until around 01:00, though anything west of Karasuma-dori is quiet.

Yes, by an order of magnitude on choice. Gion has perhaps forty restaurants within five minutes, mostly kaiseki and set menus that want reserving. Downtown has several hundred at every price, plus department-store restaurant floors that take walk-ins at 19:00 on a Saturday.
Which area is better with kids, Gion or downtown?
